Millsap St/College Ave Intersection Improvements

Overhead Overall Concept map of Millsap/College Ave intersection from contractor Burns and McDonnell

What is this Project?

Bond issue Phase One includes designs for the installation of an additional lane west of Highway 71B to provide additional left turning capacity; realignment of lanes on both sides and signalization timing and phasing improvements; installation of crosswalks and pedestrian signals.

Why is It Important?

The high numbers of turning movements at this intersection create inefficient operation; protected left turns on Millsap are needed to push more traffic through each signal cycle. Additional capacity on Millsap will allow for overall better operations and less congestion on both Millsap and on Highway 71B.

This intersection is also unfriendly to pedestrians. Pedestrian signals and sidewalks are needed to accommodate pedestrian traffic.

What is the Current Status?

Updated 04/27/23

Burns and McDonald was selected as the engineer for this project. The City Council approved the design contract at the July 20, 2021 meeting. Design is currently underway.

This project was selected by the Northwest Arkansas Regional Planning Commission to receive $320,000 of STBGP-A funding. This funding was awarded for the environmental and right of way phases of the project. The Agreement of Understanding has been executed between the City and ARDOT, and ARDOT has issued a Task Order to Burns & McDonnell to begin the environmental services. After the Environmental Report has been approved (six to eight months), then the real estate appraisers may begin work.

When Will it be Completed?

Updated 02/06/23

The time frame for construction is dependent upon the approvals from ARDOT since the City received the STBGP-A funding. It is expected that the construction would begin in late 2023.

How is it Funded?

Funding for the project comes from the Bond issue that voters approved in April 2019.
