City Offices COVID Health & Safety Measures
City buildings reopen to the public on April 19, 2021. Several health and safety measures are in place to help limit the potential for COVID-19 spread among elected officials, staff and visitors. See below.
Services and meeting access previously provided online or via phone and email are still available. The majority of business transactions and meetings do not require you to come to City buildings in person.
Some City departments may have appointment-only access. Please call the department in advance of your visit to learn about any access restrictions that may be in place.
- Masks are required to enter City buildings
- If you do not have a mask, one will be provided to you at no charge.
- During public meetings, masks may be removed only when you are speaking during public comment period.
- If you feel you cannot wear a mask, please continue accessing City information and services via online, phone and email.
- Vaccination status does not exempt you from following this mask requirement.
- Please maintain social distancing when visiting City buildings.
- Seating for public meetings has been arranged to allow for at least six feet between attendees.
- Elevator use is restricted to two people at a time.
Facility Modifications and Cleaning Practices:
- Common areas, offices and frequently touched surfaces are receiving enhanced cleaning and disinfecting throughout the day.
- City buildings have UV lights and Needlepoint Ionization air purification devices installed in their HVAC systems.
- Fresh air intake has been increased into buildings and HVAC systems.
- Seating has been reconfigured in meeting spaces and conference rooms to promote social distancing.
- Partitions/barriers are installed to separate individuals when six feet of distancing isn’t possible.
- Hand sanitizer stations are available throughout City Hall.
Public Access to City Hall Spaces
- During public meetings that extend past 6 p.m. Monday through Friday, members of the public can access City Council chambers and second floor overflow seating using the main staircase, stairwells and elevator to the second floor.
- Members of the public can access the third floor via stairwell and elevator between the hours of 7 a.m. and 6 p.m., Monday through Friday
- Basement access via the employee outside entrance, stairwells and elevator is available only to City staff with badge permissions.
Applying for Water and Sewer Service
- Starting new water and sewer service can be done online.

- You can either complete the process online or fill out a paper application available outside of City Hall.

City Council Meetings:
- A virtual attendance option (via Zoom) remains in place for City Council meetings until further notice
- Registration to speak on an agenda item is required whether you attend a public meeting in person or virtually
- Limited, socially distanced seating inside City Council chambers is available on a first-come, first-served basis
- Additional socially distanced seating is available on the second floor balcony and on the first floor in Room 111
- If you want to watch a meeting but aren’t interested in participating in public comment, you can watch through the City’s YouTube channel, Cox Channel 216, AT&T U-verse Channel 99 or through the City’s livestreaming channel.
Other Public Meetings:
- Not all public meetings will have in-person access beginning April 19, 2021
- Board and Committee Chairs may opt to continue with virtual-only access until further notice
