I have a virtual permit and parked in a valid location but still received a ticket. Why?

Permitted vehicles are identified by license plate.  When purchasing a permit, the vehicle must be 'selected' to be covered by the permit.  If the license plate is entered incorrectly the vehicle will not show as permitted.  Either of these would result in a ticket being issued.
